Freezing a Change Request

I am new to StarTeam and am trying to find out some info.

The way our workflow is meant to work is that Change Requests will be logged in StarTeam, they are then distributed to one of our developers to work on.

When they finish they will submit the Change Request back to the Team Leader who then needs to "Freeze" this CR so that nothing can be changed on it. Once it has been decided which Task this will assigned to it will then be "UnFrozen" and assigned to that task so that the CR can be implemented.

Is this possible? If so how?...
