I'm by no means "the word" on this subject, but I don't think the promotional function is traceable. I would audit the promotional aspects of projects by access rights. Only allow certain individuals to create promotional levels (i.e. CM Leads) and the same for changing the promotional status. Both of these have access rights on the view tab of both the Project level and View level access rights.
