Yes. The command line interface is supported under Windows 2000 as well as Win 98, Win ME, NT 4, Unix, Linux and so on. If you want to see the commands, type stcmd /? and you will get a list of the available commands.

You can look at the page http://www.fox.se/english/starteam/faq/process_to_migrate_rcs_archives_to_starteam.htm which has a script for that will migrate RCS projects to StarTeam projects.
