We have implemented a utility that is used for view label edits and promotion. The actions done by this utility are recorded in the content and comments in a revisions of a standard XML doc for each system. The revision history on this file provides the audit trail. We also altered security so that the account used by the utilty is the only one with rights to promote and edit labels.

: I'm by no means "the word" on this subject, but I don't think the promotional function is traceable. I would audit the promotional aspects of projects by access rights. Only allow certain individuals to create promotional levels (i.e. CM Leads) and the same for changing the promotional status. Both of these have access rights on the view tab of both the Project level and View level access rights.
