I am having the exact same problem. The only difference between my scenario and yours is that I upgraded from Starteam 4.2 SP3, which is what Borland/Starbase recommends. However, I do not have any trouble Checking-Out files. It is only on Checking-In or Adding files that I get this error. Borland support doesn't seem to know why this is happening for sure because to get this error, you shouldn't be able to even check out files. I am stumped, and I need a solution for this because it is really becoming a nusance for myself and my users.
